I live in a 3rd floor condo and have problems with the neighbors directly below.  I can clearly hear their stereo (mostly the bass),TV sound, and on several occassions loud laughing and talking coming through the floor.  I was planning on having new carpets installed anyway, would your floor mats installed under the carpet help in this matter?  If so, how would I get the mats installed, would the carpet installers be able to do it?  Thanks in advance

The MLV (Mass Loaded Vinyl) is the right choice and usually carpet installers are glad to make a few extra bucks by laying it down first.  Thell 'em it's linoeum.  See the link below for more info on this.
