Title: Soundproofing wall from outside

We have a noisy neighbor behind us and our bedroom wall faces that direction. There is a single small window which I plan to replace with a high quality vinyl window. There isn't enough thickness on the inside to install a double wall (closet door butts up to the wall). Could I install lead foil on the outside underneath the vinyl siding and directly over the exterior plywood? Is the lead better than the vinyl? What kind of sound reduction could I expect? What are the environmental considerations? Can the lead be handled safely? How could it be fastened (room is second floor)?
