Title: Reduce noise in child cafeteria

Hi -
I am new to the forum so hopefully I am posting in the correct area.  My organization wants to reduce the noise in our elementary school cafeteria.  The walls are concrete (Exception of one long wall of windows, the floors are tile and I am not positive on the celieng but believe its metal... We are looking at putting in baffles and was wondering how effective this would be? When I read on a lot of the sites it says to focus on the walls, floors and ceiling.  We have a limited budget and want to have the biggest impact. 

Any suggestions ( we can't put rugs, are carpet on the floor since its a cafeteria)...

We have done cost effective solutions in elementary school lunch areas that have done excellent noise reductions.
