How to reduce ceiling fan noise from downstairs?

I'm living in an apartment, and the floor seems to be really thin, i can almost hear every sound below, like talking, TV~

The most annoying noise comes from their ceiling fan, every time they use their ceiling fan, i can hear clearly sounds liking buzzing, it's similar to a microwave or refrigerator compressor, and isn't terribly loud but is still always noticeable and quite irritating.

I'm looking for a solution (product)  which works well with a carpeted floor.

My room is 10*14 sq.ft.

And how much it will cost?

You can use our MLV w/closed cell foam underlayment, Here is the link for this product. You will also need metal tape for seams and caulk for the perimeter.
This will go foam side down, seams taped and caulked at the walls. tack strips nailed down then padding and carpet.

Actually the carpet i mentioned in my apartment is cling to the floor, i can't separate the carpet with the floor : (
Is there any product is installed above the carpet?

I have never tried to use the material that way, Im sure if it is sealed correctly it will deliver some reduction. Since we do not recommend this installation method I could not give you any idea of the reduction value or material performance. Sorry.
