It is time to replace two of my windows facing a very busy street.

I'm looking at Pella windows, which I believe are a local Chicago brand.

They offer both a triple-pane with Argon and a triple-pane with laminated glass. The latter costs 50% more, but the STC rating is only a couple of points higher.

What is the best way to determine if the pricier window is worth the extra cost?

See if you can get custom windows.  If you can get double-glazed windows with laminated glass as thick as possible, that will get you your best reduction per dollar. 

For a given mass of glass, double-glazed with as large as possible airspace beats triple glazed.
